CIO would be more appropriate.

Snarky: You're thinking of the Chief Competencies Officer.  She's in charge of leveraging corporate strengths.  I'm the Chief Competency Officer. I'm in charge of ensuring you know what you're doing.

A Chief Competency Officer - of the competencies sort - has been proposed.  And if you do a Google search, someone is even claiming it on their resume.  The version I'm snarking was proposed as a way to ensure a company was hiring consistently and providing internal growth opportunities.  Not a bad thing, necessarily, but after watching a few initiatives not really go anywhere, I'm dubious about anything that isn't driven at a grassroots level.
